And on some cars it works both indictors and hazards, some, usually older cars have a separate hazard relay.

Not sure about it being the relay as that’s not sided. It works the same for both left and right.

Sounds to me like it’s something mechanical within the stalk. I suggest removing the stalk and checking out the contacts/mechanism.
