That looks to me like an automated description generated by which boxes he ticked. The part of the ad where he writes his own description seems to be this:
"I sell this Maserati Shamal, produced only 369 copies from 1989 to 1995. I'm interested in exchange with the cars: Porsche Cayenne turbo, Ferrari California or Bantley GTS or Apartment in Dubai"

My guess is he's the first owner, he's probably never seen another Shamal in Dubai, so he believes someone will pay this price for ultimate exclusivity, in a culture where big private collections of supercars are common and individuality and one-upmanship means a lot more than money. Who know, maybe he's had offers over the years from envious people with bottomless pockets.
