Thinking of making a splash?

Somebody did a similar thing to me years ago. He made the mistake of parking in a public car park nearby. I caught up with him just after he locked his car. His face dropped as he saw the sodden suit-wearing man approach. No words were exchanged, I punched him hard enough in the face to knock him to the floor before turning and heading home to dry out. No need for plod that day!

This also happened to me many years ago. Unfortunately, the culprit was driving a black cab and he was gone before I literally knew what hit me. I was walking with my then wife and toddler daughter at the time. Luckily, I took the brunt of the tsunami, leaving the other two relatively unscathed.

Very diplomatic! And you bang on about me not being very subtle!!

A large puddle sometimes forms right next to a bus-stop near my house. After school a lot of the children stand right by the road yelling at cars and vans to splash them. Those that don't are a great disappointment, those that do get cheered.

Personally I'd not risk it. You could guarantee that someone would take exception, and not unreasonably. At their age I'd have been in the puddle.
