As said before you can pretty much guarantee the water level was much lower when he/she entered the water. If this has been one in a line of cars making their way through what appeared to be a shallow puddle then its easy to see how the other cars would clear it ok and the GS didnt. The handbrake being put on by the owner also suggests the water level was much lower when they vacated the vehicle.
It doesnt really make the owner a muppet when we can only speculate on the circumstances leading up to the picture and clearly some time has passed in between the incident and the picture being taken.
A picture can speak a 1000 words but 999 could well be wrong.
