I would think it is in Bolovia. No clue on the city though. Did the Top Gear crew drive through it on one of their specials.

Nah, I reckon you just made it up. It's pretty easy to put together a few fake Wikipedia pages, satellite images etc.

Sounds like sour grapes :)

But as no one else has got close I think I should hand the QM baton to you to set the next question

'course it is! It doesn't feel right to swipe the baton like that, especially as La Paz is close but not actually qualifying due to population, and I didn't even get the #2 city. JonW seems to be closest at the moment with #3 and that famous Bolivian city called “la gran ciudad más alta“.

Let's give them one more go:

What is the highest city with a population of over 1 million?

4,150m 1,180,000 somewhere
2,850m 2,240,000 somewhere
2,620m 8,080,000 Bogotá, Colombia (JonW)
2,500m 2,740,000 Addis Ababa, Ethiopia (GeoffCapes)
2,350m 2,430,000 somewhere
2,275m 1,200,000 somewhere in China - Xining (allandwf)
2,250m 1,660,000 somewhere
2,240m 8,850,000 Mexico City, Mexico (MrMickS)
2,220m 1,110,000 somewhere
2,147m 1,430,000 somewhere

3,640 m 850,000 La Paz, Bolivia (MarkMas and CatmanV2)

Actually La Paz has a population of well over 2 million if you include El Alto, which is the area around the airport, on the rim of the canyon. The listed population of about 700,000 only seems to include the central part, but in reality La Paz is a huge continuous sprawl of buildings up two sides of a canyon, then spilling onto the surrounding land.

Kinda true, but El Alto separated from La Paz in 1985 and officially became a separate city in 1987.

El Alto was what I was looking for as MarkMas suggested a separate city since the mid 80s.

Looks like the baton is over to you to set the next question
