Given that he reads this forum, apparently, it's wise to make sure that particular option remains uppermost in his mind, do you think? Just in case he considers carrying on his practices with any other members, as it were.....

Regret to advise that Koen Bart of KJB Parts has not as promised refunded me my money since 10 Dec 2020. It has been 6 months since I paid him for parts/spares which he has not supplied.

No changes to past performance then

I assume people are paying by credit card ?
If so complaining to them may at least get his access to that payment facility withdrawn.

I like Holland in the Springtime. I'm in, if this is where you're going. I only read the first and last pages.

Never had a more unprofessional part dealer contact like KJ Bart. Don´t make Business with him ! Never ! You can visit these flat land (sure before it will be part of a bigger Ocean).
Visit him. Take a look to his parts ? Maybe pay him for. But, never, really never transfer money via bank account. You will lost it.

.......to remind him or his cell phone, seems to be a reasonable idea in my mind,..... every 1h......to let him wake up or or fix his outstanding accounts somehow.
It´s 0031 648334256. Let´s go guys....

To protect other Italian car owners and lovers, from comparable customer "treatment". The Maserati part car business of these guy seems boring and 100% annoying. Absolutely waste of a time.

If you have his real name and a reliable home address, I would approach the Dutch police, closest to where he lives.
Perhaps Bebs wife would help. I know almost every Dutch person speaks some English, but you'll get a much more helpful response....yadda yadda......you know what I mean. At the least, she could find out what the procedure is for making a complaint here in the UK and getting UK police to forward it to the Dutch police to investigate.
Though, the fact that we've left the EU, may now make things a bit tricky. Not sure if we're still part of Interpol at this precise moment in time. It was on the government's Brexit 'to do' list
Public opinion can be a big motivator. I'd consider notifying other forums of marques he might sell into, because he's sure to be doing this widely. And ask them to advise the members to avoid the guy, or at least treat with extreme caution. Draft up a short press release type piece with the relevant details.
I'd think about the Maserati sales websites also. Like Enrico's website . If you can start to cut off his income, that may get some response from him.
In short. I'd hit him from as many angles as possible and make life as miserable for him as he has for you.
If I can help in any way, don't hesitate.

The very least everyone who has had bad service / been ripped off should do is leave a Google review.
Just had a look and most are appalling with the odd good one thrown in.

I also had/have my issues with him. But somehow I feel that he seems like a nice honest guy with sometimes really good prices that seems to be terribly overloaded with work. Once I ordered two items for about 450€ of which he just sent one without further comments. After waiting for some months I offered him double the price if he would still send it but he said he would send it anyway. That must be 2 years ago. In the end he offered me to send me half of the money if I would remove my negative feedback. That’s no option for me since I for myself always kept my promise but he always had some issues (kids are sick/parcel came back/was broken/etc). The sad thing is that even my legal insurance told me I should go for a court case but he even threatened me to bring me to court for my feedback.
He could have a very unique parts store but he just seems to mess it all up.

It doesn't matter if you are nice or not, in business you keep to your promises and fulfill the customer's needs. ignoring emails, refusing to pay money back etc is just theft.
