I think that might be green wall pocket planters, as you get on many Marks & Spencers today...I’m impressed by the way they have trained the ivy on the wall in the background. I also spotted it in the Roma thread. Very Italianate!
We have similar here in the UK.In Italy, they even manage to train plants to grow on their garage ceilings. This is at the Grand Hotel Tremezzo, Lake Como.

Someone did that in a large house just down the road from us, we were all plagued with power cuts for a year before the police found it. I remember giving the “builders” a cheery wave when they drove their lorry with a huge reel of piping past my place.
