As I know a bit about this field, I'm going to go with the fact that it is not a central heating system like most people know, and suggest that it is a district heating system.

I know there was a massive one in Romania which heats most of Bucharest. But I think that is surpassed by one in Moscow.
So I would suggest MarkMas is correct. Kind of.

Bows to the pro. With so many of these things it appears on how you wish to measure it. I think Moscow is an acceptable answer, so Markmas over to you. The answer I actually had from discovery was Warsaw.

Is it Russia ? I remember seeing a video of a burst hot waterpipe under the road that ruptured and put a hole in the floor of a bus dousing the passengers in hot water.

A silly one as I'm filling up on pastis as the moment. Henry Beard's "Official Exceptions To The Rules Of Golf - Titanium Edition" allows even the worst golfer to successfully compete.

For example, a free drop may be taken after a tee shot when, and only when, the divot in flight out distances the ball in play. Each official exception is named accordingly and so in what circumstances would you be able to claim a "Nixon".
