Correct. A red cross across all lanes means STOP at the sign - motorway closed effectively. Normally after the catastrophe has already happened !!
Sorry it doesn’t mean STOP that would be a disaster, it means the lane is closed don’t use it.

It's also supposed to carry the same penalty as jumping a red traffic light if you pass a red X in that lane , whether it's enforced who knows

You should only stop if there is a red cross above ALL lanes

They're a ridiculous idea. The stats may support the fact that they are 'statistically' safer (less deaths).
But as my old statistic teacher taught us, "the thing with statistic's is they can tell you anything you want, including 'technically' the wrong answer".

Having seen a lorry hit a car parked on the hard shoulder (fortunately the occupants weren't in it) I'd hate to be in a car that had broken down on a smart motorway, even more so if I had the family in the car.
At least on the hard shoulder there is an escape route, as there's certainly isn't on a smart motorway.

The amount of times I've seen people ignore the Red Cross on the signs, and only take notice when there's a camera on the gantry do they not use that lane.

Not at all. I only stated that statistics are a way of interpreting data.

For example where I used to live the council put two speed cameras on a stretch of road as they said there had been 5 deaths on that road in the last 2 or 3 years which merited putting cameras there to slow drivers and reduce deaths.

The reality is that there had been no deaths on that road for 30 years with one exception when a drunk driver crashed head-on with another car at 3am which resulted in killing him and the 4 occupants of the other car. Yet they used that occurrence to add two cash cows, I mean speed cameras to a road which for 30 years has been very safe.

The data I was using was the deaths/serious injuries from smart controlled motorways. Which are lower than normal and ALR (whatever that is).
Maybe I'm getting confused, do ALR motorways have a hard shoulder?

Smart controlled motorways have a permanent hard shoulder. Some of M25, M20 and M26

ALR are smart controlled but have no hard shoulder. Parts of M6 M42 M1

In my experience there's nothing smart about the control of ALR motorways , many times I've seen broken down cars in lane 1 with the it still open , thankfully I've never seen anyone hit

I was on the M25 a few weeks ago and lane 4 of an ALR section was closed with a cross. I pulled over into the slow moving traffic and was promptly passed by hundred and hundreds of cars totally ignoring the closed lane signs.

The logic of ALR is clearly open to question, but the sheer selfishness and stupidity of some motorway users should also not be underestimated. It’s not the control that scares me, it’s the mouth breathers ignoring them.

It wuznt saf to pull over cuz theres wer uva cars in 3rd lane, so I gowz 80 to get past em more quickerer and safelier.

The only thing that'll stop that happening is widely publicised heavy fines and points , behavior gets learned pretty fast , a 30mph road near to me saw cars doing 45mph pretty much all the time until they dug out a layby and put the speed camera van there almost every day at different times for about 2 months , it's not been there for at least 5 years but all the locals are doing 30 which slows the rush to get to ikea (to walk round a shed for an hour and buy nothing) right down
