Didn't Justin Gatlin (not to be confused with Warren) break Bolts time, but had had a massive tail wind, like 30 mph or something.

Another QI Klaxon but you are half right

Justin Gatlin did run a 100m faster than the record but he was assisted with a constant 2 m/s wind generated by a fan. 2 m/s being the maximum assistance that a world record can be broken with, he was .13 seconds faster than Bolts time but this still is not the answer to the question

So much for a nice easy one! As a new Maserati owner I'm surprised to see such skullduggery on the forum....

I think it must be a 100m relay runner, as they effectively get a flying start to their 100m rather than starting from a stationery position. However, I have no clue which one. An American? A Jamaican? or maybe even a Brit? I'm going to guess Adam Gemili, and will say 9.4 seconds

Skullduggery, it's what this forum is all about but you are in the right area not a Brit and quite a bit faster

There are many times when the 200m world record is less than twice the 100m world record balancing off the lack of a standing start against tiring over the extra distance.
