Looks like 1920s or early 1930s. Presumably it is a Maserati or is being driven by a Maserati. Based on the tyres on the back, maybe the Mille Miglia?

It is 1920 but it is neither a Maserati or driven by a Maserati, location nor race are not the link

Designed by one of the Maserati brothers ? Going off the link to most of us clue.

That is about it, both these cars are Diattos and the first one the Diatto Type 20 was prepared and raced by Alfieri along with Bindo & Ernesto. In 1926 Diatto withdrew from racing and so the Maserati brothers went their own and built cars under their own name.

The Maserati Brothers are amongst those hat wearing men in the 2nd photo

When was the last date that every single living person was still on earth and why did it change ?

Late 1700's
Montgolfier brothers went in a hot air balloon so were not on earth
Failing that - Icarus sometime B.C.

They all landed again so as soon as they landed every living person was back on earth but you can include anyone within the earths atmosphere as being on earth for the purpose of the question.
