Surely this could be almost any major character from any 1960s chldren's TV show.
Dr Who, Captain Pugwash, Rupert Bear, Biggles, Captain Scarlet, Andy Pandy ....

Unfortunately all incorrect although the last is nearest as this was part of the same series as the show in which this character was in

And as question 1 seems to have you stumped, this childrens programme in question took the Monday slot replacing Picture Book where Andy Pandy normally had the Tuesday slot
