Rust. Time to get medieval?

Funny that I haven't noticed this until recently but have two dodgy areas, presumably rust, underneath the rear lights. The pain has cracked near one corner. I understand that this will likely require metal being replaced etc.

Any advice on who to use? (I'm based Surrey / West London way) and ballpark on cost? (This has been an expensive year already with new a/c compressor and tyres needed...). I imagine the paint will be tricky to do well being Blue Nettuno.

Help gratefully received. Along with food parcels, cash donations and shark cage to protect me from Mrs Marwood when she sees another car related bill... IMG_2732.jpg

Quite a common location sadly; seems the lights draw the water in and thin paint on the panel edges sets the Tim work in motion!

That blister to me looks like someone​ has already put pongo in there already.
Get it done asap limit further corossion.
