That’s the emergency flange spanner. It comes in very useful when the knicker elastic of ‘women of a certain age’ parts when they hear the word Maserati. Keep it in a safe place as they didn’t make any spares.

It's probably meant to be connected to something that's not fitted to your car. There are terminations like that all over

Cheers for that, I tried to feel around to see if there was another plug / connector that it connects to but found nothing.
