Phil we use http://www.automobileinspections.com/ and they are pretty good and charge for classic cars $350, you can specify any specific areas that you have concerns with.
Remember that if you do find a car at more than 30 years old, then the duty is 0% and the VAT is only 5%, as long as we make a BTI application, this is where staying in the EU works to our advantage
