You can all breath a sigh of relief as they were all paid for out of the 2008 - 9 budget, which effectively means they were paid for with borrowing as, like everyone else, they were running a budget deficit. So in fact the Italian banks bought the cars, the same banks that will shortly be required to write down a large proportion of their unreturned lending, so in fact they're free!!
