Take your dog to the vet, dipping the urine is a very easy test and takes seconds - that'll tell you whether it has an infection. But it could be dementia too, or a stroke, or just about anything really. My friends dog had a stroke and licked her paws non-stop when she wasn't walking in circles and banging in to things (yes, she was put down very soon after that started)...
Best to get the experts to have a look IMO
