I think you'll find they *do* understand perfectly well. However, perception = reality and the typical, ignorant vox pops *doesn't* understand, and this demands that 'someone' does 'something' about it.
Politicians needs votes, and they don't get them by correcting the the mis-comprehensions of the vote makers. cf cognitive dissonance.
