I managed to fix a bubble in the dash by the airbag without the need to remove or use adhesive...
Hot air gun, cotton cloth and pin were my tools...
Heat the bubble and surrounding area with hot air, then poke a tiny hole with the pin, like fixing a blister, then using the cloth, ease the air out - a second or third pinprick may be needed, but as the vinyl cools, it shrinks and sticks back to the foam... I did this before the summer and the bubble hasn't reappeared, the pinpricks were made out of the way so no visible evidence of the repair.
Your repair may be too big or the bubble somewhere that the pin holes can't be hidden, but in the right circumstance, this may be the better option than dismantling the car and dash panel in its entirety.
