That will never work or be allowed.
You are overtaking a vehicle in front doing 55 mph in a 60 and you are restricted to 60 to pass it and you then see an oncoming vehicle ahead?
Have heard this type of proposal several times over the years and it just quietly goes away in time.

Political suicide. Especially the first time someone makes an error that lands them dead or in hospital that they can blame on the limiter.

Just returned from 3 weeks in France where the Police are going into overdrive on speed. They're adding cameras like there going out of fashion right across the autoroute and national road network. They have removed most of the warning signs and are hammering drivers who use satnavs with speed camera databases in them. If you get stopped with a satnav expect them to inspect the settings carefully. They're also talking about making road atlases that have speed camera sites marked on them illegal too. Most of the local towns and viilages have a mobile radar site manned on a nearly daily basis.
So long as you dont exceed 25-30kms over the speed limit its just an on the spot fine at the moment although the French are pushing hard for UK motorists to have French points added to their licence - cant wait for that to happen.
The worst journey I've had recently involved me being stopped 5 times for speeding over three weeks including being stopped on the frist day of Frances national speeding campaign and being filimed by France 1 new channel whilst the Feds. dished out the ticket and I handed over the cash!!
By comparison the UK are pretty fair - if you exclude Scotland which seems to be in the same club as France where cars are concerned!!
Now where's my bike clips..................................................

Good point! Let's hope this does go away and they do not come up with something like a small overtaking allowance. Just make my blood boil.

I'm back from my month's tour-du-France. I did see a remarkable increase in active policing and a massive increase in fixed-site cameras.

TomTom updated their app last year to comply with French law; removing camera positions and replacing them with "danger spot" positions. It works perfectly and every time TomTom warned me, sure enough there was a camera. I can't believe someone as international and established as TomTom would be doing this if it didn't fully comply with the current law. I certainly had no doubts about using it.

What did strike me is the new generation of cameras. The old one are very large and despite their size, and yellow edges, are actually quite difficult to see (especially at speed!) because they are battleship GREY. The new ones, presumably digital, are tiny. They are only about 1.5 m high and about 20 cm wide, and grey. They are impossible to see, they look like an anonymous post, without the help of TomTom or similar.

You were certainly unlucky to be stopped three times, I was ahem "making progress" and avoided being stopped, whether a postcard from France will be winging its way to me is yet to be seen :)

For now Frank, can't help feeling European point sharing is on the way. I remember the good old days when you could park a NI reg car in London and throw the parking tickets in the bin.............

.........well yes Nigel.............NI plated cars used to be cars with a degree of fear attached........curiosities..........now they just love our dinky NI plates.....

I just use my German export plates when parking in London.......they still have the same effect....;)
