My question is, which other 'national' team represented the territory of Germany? They were members of FIFA and had their own league. They even beat Norway!

Zag's got it, the Saar wasn't allowed to join West Germany because it was part of the French partition of Germany so they set up their own team and league. They even joined Fifa.
