Yes there is with Forrest Whitaker. Ive not seen it but i believe its about idi ahmin and his Scottish doctor. So pre dates the time period in question.

I know hotel rooms have been declared part of another country for a short time during war. Other than scottish parliment reconvening in 1999 i cant think of any significant event that could have prompted the need for a scottish teritory in another country for a short period of time.

As it happens, after I had set the question, I noticed that there was some comment in yesterday's papers about re-visiting the matter behind this unusual situation, which involved the citizen of a third country.
