it seems it is more complicated (how so for such an innocent question)
I am talking about departments only and on mainland France no a colony
It is not even as straight forward as that!

The highest departement number I remember seeing on a number plate was 94.

There are 96 departments (I live in '74')
Trick is, there's 2A and 2B.... Corsica, but NOT regarded as being overseas.
Plus five really overseas departments.

Oh and there's Lyon, which is a metropole, not a department as such.
